Biography
 
As Attorney General, Mr. Bulgin heads the Portfolio of Legal Affairs and serves as the second official member of the Legislative Assembly and the Cabinet.
He has worked for Government's legal department since 1992, first as Crown Counsel, then as Senior Crown Counsel, and finally as Solicitor General (1997-2003). As Solicitor General, he would become acting Attorney General (AG) when the then serving AG was off the island.
From Jamaica, Mr. Bulgin received a bachelor of laws with honours from the University of the West Indies (1987) and a certificate of legal education from the Norman Manley Law School (1989). He worked as a public prosecutor and law lecturer in Jamaica before moving to Cayman.
