MRCU Law and Development on Reclaimed Land

Mosquito (Research and Control) Law 1998 Revision
  1. Section 28 States that " the Governor may make regulations for the better carrying out of this law including:

    • Prescribing the minimum depth of fill in reclaimed areas and ensuring that soil levels are maintained above minimum depth in reclaimed areas.
    • Regulating the design, construction and maintenance of marinas, canals, islands and causeways;"

  2. Mosquito (Research & Control) Regulations 1998 Revision

    Section 4. 1) Whoever -

    1. Reclaims or attempts to reclaim land by hydraulic means shall ensure that the boundaries of the land to be reclaimed shall be protected by dykes within the landowner's boundaries as to prevent spillage of any material onto land outside such boundaries.
    2. Reclaims or attempts to reclaimed land shall ensure that the newly established land level, after settlement, shall not be less than three feet above the level of highest seasonal soil water and if, in the opinion of the Director, any land so reclaimed is below the level by this paragraph, the person responsible for the reclamation shall bring up the level in compliance with such directions as shall be given to him as Director;
    3. Constructs or has under his control, and marina, canal, causeway, reclaimed land or peninsula shall construct and maintain marina, canal, causeway, reclaimed land or peninsula with vertical sides revetted by concrete, wood piling or other method approved ... by the Director; or
    4. Reclaims land shall make adequate provision for storm drainage so that rain catchment shall not be channeled onto other land whether or not such land be swampland.

  3. What Director MRCU requires:

    1. Topographic survey produced by a Registered Surveyor with spot heights marked on in feet relative to Datum. Three feet above level of highest seasonal soil water is interpreted at 4 feet above D.O.S. Datum.
    2. Information regarding plans for revetting of canals, marinas etc.
    3. Information with regards to provision of storm drainage (can be carried in consultation with PWD Engineers).
